City to negotiate museum lease and barge plan

Summary#

On July 28, 2026, Vancouver City Council adopted a decision authorizing staff to negotiate and sign a new lease with the Vancouver Maritime Museum Society (VMM), and—if a related rezoning is approved—a sublease for a floating barge with hydrotherapy activities at Heritage Harbour. City staff say the goal is to secure the museum’s continued operation and support its financial stability.

  • The lease covers the museum site at 1905 Ogden Avenue, access and other shared-use areas, and storage space at 1270 Chestnut Street. It is for an initial 10 years, with two renewal options of five years and about four years, ending no later than December 16, 2045.
  • The rent for the initial term is $10, including an amount in lieu of property taxes. For renewal terms, rent may remain $10 or change if a future City policy sets another amount for cultural non-profits.
  • The VMM would continue operating the museum and stewarding the City’s maritime collection, including the St. Roch. The City would continue specified maintenance, repair, replacement, janitorial and security services for the museum and St. Roch shelter.
  • The VMM remains responsible for maintaining and renewing Heritage Harbour, and keeps revenue from harbour moorage, event rentals, on-site parking and the gift shop.
  • The barge sublease is conditional on approval of the related rezoning. Council authorized staff to negotiate it with the VMM and a third-party operator; the agreement must be signed before it creates legal rights or obligations.

What it means for you#

  • Museum visitors and the public: The decision supports continued museum operations, but does not itself guarantee particular programs, opening hours or admission prices.
  • People using Heritage Harbour: A floating barge with hydrotherapy activities may be added if the rezoning is approved and the sublease is signed. This decision alone does not authorize the barge to operate.
  • Taxpayers: The City continues to provide services and space below market rent. The decision does not create a new independent organization or a direct new public service.

Money#

The City estimates the below-market lease support at about $790,000 a year, based on the first year of the term.

  • The $790,000 is an estimate of the in-kind grant, net of rent charged; the City says the site’s unusual design and use make market comparisons difficult.
  • City staff report about $480,000 a year in maintenance and operating support, and estimate annual capital costs at $463,000. These are separate cost figures, not stated as new costs caused by this decision.
  • Staff expect the barge sublease to bring financial contributions to the VMM and say it will create no new City financial or maintenance obligations. The operator is anticipated to invest in upgrades, but the supplied material gives no amount.

What is unclear#

  • The start date of the lease is not stated. The detailed lease and sublease terms are in report appendices that are not included here.
  • The renewal rent could depend on a future City policy that has not yet been developed.
  • The related rezoning’s outcome is not provided. The sublease depends on its approval.
  • The materials do not give the barge operator’s final payment, investment requirements, operating rules or public access terms.

Case for#

  • City staff say the lease would regularize the VMM’s tenure, which has been continuing under old lease terms since 2000, and align its term with neighbouring cultural institutions.
  • Staff say secure tenure would support the museum’s cultural and educational programming and its care of the City’s collection, including the St. Roch.
  • Staff present the barge partnership as a potential source of revenue for the VMM and support for harbour infrastructure.

Case against#

  • The City would provide an estimated $790,000 a year in below-market lease support, alongside reported annual operating support of about $480,000 and an annual capital-cost estimate of $463,000.
  • The renewal rent may remain nominal, or may change under a future policy whose amount and timing are not yet known.
  • The barge’s financial and operating terms are not fully available here, and its proceeding depends on a separate rezoning approval and signed agreements.
