This bill requires the Under Secretary of Defense for Research and Engineering to build a central dashboard to monitor military construction planning, design, and execution metrics for Research, Development, Test, and Evaluation (RDT&E) facilities. The Under Secretary must coordinate with each military department. The dashboard must be built within one year of enactment and must use existing financial management tools.
The dashboard must, at minimum, display facility location, facility manager, building number, plant replacement value, age, size, building condition index, mission dependency index, civil engineering projects programmed for the facility and the value of each project. It must track unfunded facility requirements, summarize laboratory real property and non‑real property data and metrics, use Real Property Unique Identifiers (or a similar identifier) for Equipment Replacement Value of non‑real property installed test equipment, and display trends across included data.
After the dashboard is established, the Under Secretary must certify to the congressional defense committees within 30 days that it is operational and meets the listed requirements. Not later than three years after enactment, the Under Secretary must recommend to the Secretary of Defense whether use of the dashboard should continue and notify the congressional defense committees of that recommendation within 15 days. The authority in this section terminates on December 30, 2030. The bill defines RDT&E facility and Equipment Replacement Value.
No publicly available information on the costs, funding source, or appropriations for creating, operating, or maintaining the dashboard. The bill requires use of existing financial management tools but does not include funding or cost estimates.
