Generative AI Terrorism Risk Assessment Act

Summary#

This bill requires the Secretary of Homeland Security to produce annual reports about terrorism threats from terrorist organizations that use generative artificial intelligence applications. The first report must be delivered within 180 days after the bill becomes law and then once a year for five years. The Department must work with the Director of National Intelligence.

Each report must analyze incidents from the prior year in which terrorist groups used or tried to use generative AI to (1) spread violent extremist messages and to radicalize or recruit people, and (2) help develop or deploy chemical, biological, radiological, or nuclear weapons. Each report must also include recommendations to counter those threats.

Reports must be coordinated with the Department of Homeland Security’s Office of the General Counsel, Privacy Office, and Office for Civil Rights and Civil Liberties before being released outside the Department. The unclassified part of each report must be posted on DHS’s public website. A classified annex is allowed to protect intelligence sources and methods. The Secretary must brief certain congressional committees within 30 days after each report is submitted. The bill also directs DHS to review and incorporate relevant information from State and local fusion centers and the National Network of Fusion Centers and to share DHS information back with those centers.

The bill defines "generative artificial intelligence applications" as AI models that generate synthetic content (images, videos, audio, text, and other digital content) by emulating input data.
