This bill would add rules about how agencies report and check payments that are sent through Treasury disbursement systems. For each payment, agencies must give the Treasury a short purpose description, the appropriation account (Treasury Account Symbol), and a business event type code. Agencies must check this information at least once per year and certify it in writing. The Office of Management and Budget would direct Treasury (or the agency that disburses the payment) to post those payment data on the public website created under the Federal Funding Accountability and Transparency Act within 30 days after each payment is certified. Agencies can exempt payments tied to "sensitive operations" if reporting would harm law enforcement or national security; agencies must still include aggregated information about exempted payments in a controlled unclassified or classified annex to their budget justification materials. The Secretary of the Treasury may issue regulations or guidance to implement these rules and disbursing officials are protected from legal liability for actions taken under the section.
The bill also gives the Secretary of the Treasury access to the National Directory of New Hires to help identify, prevent, and recover improper payments and allows the Treasury to share that data with its agents, contractors, and other authorized entities. It requires agencies to verify bank account information before certifying vouchers and to compare account information with other payment records. The bill changes parts of the Fair Credit Reporting Act to allow consumer report uses by Treasury and Do Not Pay activities. It also allows the IRS to provide specified tax return information (including taxpayer ID, filing status, adjusted gross income, Schedule C income/loss, filing year, bank account and routing info, identity-theft reports, and whether a return was not filed for a year) to the Treasury Do Not Pay working system in a way that preserves confidentiality, and it requires the Social Security Administration to provide name, birth date, and Social Security number to Treasury for Do Not Pay purposes.
