SWAMP Act

Summary#

The SWAMP Act would generally bar executive agency headquarters from being located in the Washington metropolitan area. Existing headquarters could stay, but could not undergo new construction or major renovations, and their leases could not be renewed or replaced. The General Services Administration would create a competitive process for states and local governments to bid for relocated headquarters. The process would include public notice and comments, and would consider local economic and workforce effects, relevant expertise, and national security. Several agencies, including the Department of Defense and Department of State, are excluded.

What it means for you#

States and local governments could propose locations for agency headquarters, and the public could comment on those proposals. The bill does not describe direct benefits or requirements for individuals.

Expenses#

The bill authorizes no additional funds. The General Services Administration may use proceeds from selling federal buildings or land to help cover relocation costs. It does not state how much relocations would cost.
