BRIDGE Act

Summary#

This bill creates a new federal grant program to pay for capital work to maintain, replace, or rehabilitate commuter rail bridges. It adds a new section (5313) to chapter 53 of title 49, U.S. Code. The Secretary may make competitive grants to operators of public transportation systems for eligible capital costs. "Commuter rail bridge" covers bridges used in commuter rail service and may include bridges also used by intercity passenger trains, other public transit, or roadways. Eligible costs are limited to the net capital costs attributable to public transportation based on projected use. If the applicant does not own the bridge, the applicant must have and maintain a bridge access agreement with the owner before the grant agreement. Covered grants are subject to the same terms and conditions as grants under section 5337. The Secretary must solicit applications within 30 days after funds are available each fiscal year and award grants no later than 75 days after the solicitation closes or by the end of that fiscal year. In awarding grants the Secretary will consider the applicant's system size, funds available under section 5337, the age and condition of the bridge, and whether the project is a priority in the applicant's transit asset management plan. The bill authorizes $1,500,000,000 for each fiscal year 2027 through 2031 to carry out this program.
