This bill would require the Congressional Budget Office (CBO) to publish online the models, data routines, and computational details it uses to produce cost and fiscal estimates for legislation. It would require CBO to make available to Members of Congress and the public: each fiscal or policy model and data-preparation routine; updates to those models and routines; and for each cost estimate, the data, programs, models, assumptions, and other computation details in a way that allows someone not employed by CBO to replicate the work. For data that CBO is legally prohibited from disclosing, the bill would require CBO to publish a list of the data variables, descriptive statistics for those variables (including averages, standard deviations, number of observations, and correlations as allowed), the statute requiring nondisclosure, and contact information for whoever has unrestricted access to the data. The requirement would begin six months after the bill becomes law.
If enacted, the models and many of the underlying files CBO uses for scoring would be available on the CBO website. Members of Congress and the public could review the models and attempt to reproduce CBO estimates. When specific data cannot be shared for legal reasons, CBO would still provide variable lists, summary statistics, a citation to the nondisclosure law, and contact details for those who can access the data.
