Connecting Communities Through Transit Planning

Summary#

This bill renames and expands a transit-oriented development planning pilot into a grant program. It changes what projects can get grants to include new fixed guideway projects, fixed guideway bus rapid transit, and corridor-based capital work on existing fixed guideway systems. It adds a definition of "predevelopment activities" that covers planning, site checks, engineering and architectural design, community engagement, feasibility studies, utility coordination, accessibility assessments, and other work to prepare a site. The bill adds predevelopment activities to eligible uses, and explicitly directs grants to improve access to transit and transit-oriented development sites for people of all ages and abilities, including people with disabilities, seniors, veterans, and transit-dependent populations. The bill also moves the program text into subsection (s) of 49 U.S.C. 5303 and authorizes $75,000,000 each year for fiscal years 2027 through 2031, in addition to amounts under section 5338.

What it means for you#

  • Local transit agencies, planning bodies, and developers can apply for grants to fund planning and predevelopment work for transit-oriented projects.
  • Eligible project types now include fixed guideway bus rapid transit and corridor upgrades on existing fixed guideway systems, not just new fixed guideway capital projects.
  • Grants may fund community engagement, design work, site evaluation, and activities to improve access for people with disabilities, seniors, veterans, and other transit-dependent riders, including paratransit and bicycle connections.
  • The program is no longer described as a pilot and is placed under section 5303(s) of Title 49 for ongoing grant authority.

Expenses#

The bill explicitly authorizes $75,000,000 to be appropriated for each fiscal year 2027 through 2031, in addition to any amounts under section 5338.
