DPA Private-Sector Outreach Act

Summary#

This bill amends a section of the Defense Production Act (DPA) to require a federal committee to create a toolkit and an online "one-stop shop" for information about using most DPA authorities. The toolkit must be finished within 365 days of the bill becoming law. It must include: how solicitations work; opportunities for businesses (including small businesses); a searchable list of awards showing awardees and any priority ratings; descriptions of voluntary agreements and executive reserves, as the Committee decides appropriate; and contact information for an agency point of contact. The bill also requires the Committee to make outreach plans for each agency that has DPA authority (except certain authorities under section 721 and title VIII). Those plans must be developed within 365 days after the toolkit is ready and updated at least annually. The bill changes the DPA’s reporting requirement to add a description of these outreach activities and makes a minor correction to the DPA short title language.
