This bill requires the Election Assistance Commission (EAC) to create and keep a publicly accessible database of private vendors that provide, support, or maintain components of systems used to run elections for Federal office. Each State, local government, or component responsible for running a Federal election must, no later than 30 days after each such election, send the EAC information about every vendor that provided, supported, or maintained any election system component for that election. Required information includes the vendor's identity, contract terms (except information withheld for security reasons), and ownership details including parent companies, beneficial owners, and any foreign ownership or controlling interests. The bill says the EAC must promptly add submitted information to the database and forbids providing Federal funds under this Act or any other Act to administer a Federal election in a State that does not comply. The changes amend the Help America Vote Act of 2002 and apply to Federal elections held in 2026 and after.
