Legacy IT Reduction Act

Summary#

This bill requires executive agencies to find and plan to reduce their use of older information technology (IT) systems. Agency Chief Information Officers must compile an inventory of legacy IT systems within 1 year and update inventories at least every 5 years. The Office of Management and Budget (OMB) will issue guidance within 180 days on what counts as a legacy system and provide templates. Agency heads must include a 5-year modernization plan in their information resource management strategic plan within 2 years and every 5 years after that. Plans must list legacy systems, prioritize systems for update or retirement, and describe steps and funding sources. Agencies must share inventories with congressional oversight committees, the Comptroller General, or agency inspectors general on request. The Comptroller General must report on implementation and how this law works with existing modernization programs within 3 years. The bill exempts national security systems and allows agencies to withhold information protected by other law. It also states no new funds are authorized and the Act sunsets after 6 years.
