IGNITE HBCU Excellence Act

Summary#

The IGNITE HBCU Excellence Act would create a competitive grant program at the Department of Education to support long-term repairs, upgrades, and new construction at eligible Historically Black Colleges and Universities (HBCUs). Grants could be used for campus buildings, instructional labs, research equipment (including technology and AI-related equipment), broadband and telecommunications, water and HVAC systems, safety and security improvements, vehicle fleets, planning, and workforce or community facilities. The Secretary of Education would set application rules, give funding priority to institutions with the greatest facility need and limited fundraising capacity, and ensure geographic distribution. The bill also requires institutions receiving certain stalled loan disbursements to have those outstanding closed loan balances repaid by the Secretary. Recipients must submit a facilities master plan within 180 days and may reserve up to 5% of a grant for administrative and mitigation activities. Annual and multiyear reports to Congress and government accountability studies are required. The bill authorizes "such sums as may be necessary" for fiscal years 2027 through 2032.

What it means for you#

  • If you work at or attend an eligible HBCU: your school could apply for competitive grants to fix old buildings, add labs, improve safety, expand broadband, or start workforce programs. Institutions that enroll many Pell Grant-eligible students or show high facility need may get priority. Schools must use grant money to add to, not replace, other funding and must submit a facilities master plan within 180 days of receiving funds.
  • If you are a community member or employer: projects may include community-focused facilities, workforce hubs, and partnerships with local employers.
  • If you are a small business: grant-funded projects must seek to procure from veteran- or HUBZone-owned small businesses.

Expenses#

  • The bill authorizes "such sums as may be necessary" for each fiscal year 2027 through 2032 to run the grant program. No total cost amount is specified in the text.
  • The Secretary must repay outstanding balances and customary payoff costs on certain covered closed loan agreements when institutions receive related disbursements; the bill does not specify the total fiscal impact of these repayments.
  • Grant recipients may reserve up to 5% of each grant for administrative and mitigation activities.
