The Commission must submit an interim report to the President and Congress one year after it is established and a final report with recommendations two years after establishment. The Commission would coordinate with federal agencies involved in the National Quantum Strategy. It may accept nonmonetary gifts, use detailees from agencies, hire staff including an Executive Director, procure experts and consultants, and obtain administrative support from the Department of Commerce. The Commission would terminate 540 days after it submits its final report.
