The bill would create the Intelligence Community Technology Bridge Fund, managed by the Director of National Intelligence. The fund would help move products and services from research and development to prototype or production for use by the intelligence community. Eligible recipients must have a research and development contract or other engagement with an intelligence community element, and an official must confirm the product or service meets a mission need. Assistance could be a grant, payment for a product or service, or payment for equity. Assistance is limited to small businesses and nontraditional defense contractors. The Director would report each year on spending and results. The bill has been referred to the Senate Select Committee on Intelligence.
A small business or nontraditional defense contractor working on research and development for the intelligence community could qualify for assistance to advance a product or service, if the bill becomes law and its requirements are met. Other organizations are not eligible for this assistance under the bill.
The bill authorizes $75 million for the fund for fiscal year 2026 and each fiscal year after that. The fund may not hold more than $75 million at any time. The bill does not provide a total spending estimate.
