Summary#

The Space Ready Act lets the NASA Administrator run a pilot program to attract private and public investment in specific infrastructure projects at the Kennedy Space Center (KSC). The bill creates an Infrastructure Investment Fund in the U.S. Treasury. NASA may add an assessment (a fee) into agreements made under 51 U.S.C. 20113(e) for transactions that support public and commercial activities at KSC. Each assessment collected must be deposited into the Fund and remains available until spent.

Money in the Fund may be used for capital repairs, maintenance, and improvements to NASA-owned infrastructure at KSC to support activities under those agreements. Examples listed in the bill include renovation, rehabilitation, sustainment, demolition, construction, operation, maintenance, repair, enhancement, expansion, and modernization. Any improvements paid for from the Fund become property of the United States.

NASA must send a report to the Senate Committee on Commerce, Science, and Transportation and the House Committee on Science, Space, and Technology within 180 days of enactment and each year after. The report must show amounts collected and spent, the Fund balance, and proposed uses. The authority to collect assessments ends on December 31, 2035. The bill says that ending that authority does not affect existing agreements or NASA's retention or use of proceeds from them.
