Liquid Cooling for AI Act of 2025

Summary#

This Act directs the Comptroller General (GAO) to start a technology assessment about liquid cooling systems used for AI compute clusters and high-performance computing facilities. The GAO must begin the review within 30 days of enactment and deliver a report to the Secretary of Energy and certain congressional committees within 90 days. The Secretary of Energy must then send an assessment to those congressional committees within 180 days after receiving the GAO report.

The GAO review must examine research and development needs, market and regulatory conditions, energy and avoided infrastructure costs, and how liquid cooling could enable more compute capacity. It must survey research on effects of liquid cooling on computing performance, resiliency, and cybersecurity; analyze market adoption trends; compare direct-to-chip and immersion cooling across density bands; evaluate coolant options and materials issues; develop reference architectures for rack/row/room distribution; survey heat-reuse opportunities; evaluate failure scenarios and mitigation strategies; and make recommendations about use, standards, security, and education. The Secretary of Energy and the Comptroller General must form an advisory committee of industry, academia, national labs, and other stakeholders to consult on the review. The advisory committee ends when the Secretary submits the DOE assessment.
