Satellite Cybersecurity Act

Summary#

This bill requires a government study and new resources to support the cybersecurity of commercial satellite systems. The Comptroller General (GAO) must study federal actions and report to certain congressional committees within 2 years. The Department of Commerce must create and maintain an online commercial satellite system cybersecurity clearinghouse within 180 days. The clearinghouse will publish publicly available cybersecurity resources and voluntary recommendations, and include materials to help small businesses. The Commerce Secretary must consolidate voluntary cybersecurity recommendations and keep them current. The Secretary must also report to Congress within 1 year and then every 2 years (for up to 9 years) about the clearinghouse, consultations, and coordination. The Secretary, the National Space Council, and the Office of the National Cyber Director must produce a joint strategy within 120 days describing agency roles and how risks are included in infrastructure plans. The bill lists many federal agencies for coordination and says the GAO report will be unclassified but may have a classified annex. It also clarifies that the bill does not designate commercial satellite systems as a critical infrastructure sector or change agency authorities.

What it means for you#

  • If you run or build commercial satellites: the bill would create a public clearinghouse with voluntary cybersecurity guidance and materials, including content aimed at small businesses. You may be invited to consult with agencies.
  • If you work at a federal agency: the bill asks agencies to coordinate on a strategy, describe roles, and report how they rely on commercial satellite systems, including risks tied to foreign ownership or foreign infrastructure.
  • If you are a member of Congress or a staffer: the GAO report and the Commerce reports provide information and recommendations for further federal action on satellite cybersecurity.

Expenses#

No publicly available information on costs or dedicated funding appears in the bill text. The bill requires studies, reports, a clearinghouse, and a strategy, which would have administrative costs, but the bill does not specify amounts or sources of funding.
