Summary#

This bill directs the Secretary of Transportation, working with the EPA, to ask the National Academy of Sciences to set up a "6PPD Task Force." The Task Force must be created within 60 days of the law taking effect. Its work is to improve data sharing and research on the tire chemical 6PPD and its breakdown product 6PPD-Q, which the bill says can form in the environment and is toxic to coho salmon. The Task Force will identify and recommend federal funding opportunities for research and for developing safer alternatives to 6PPD. It will share best practices for reducing 6PPD runoff (for example, street sweeping and stormwater treatment), identify other exposure pathways (like reused tires, artificial turf, and playground materials), and keep an online repository of reports and resources. The Task Force must meet at least three times a year, be co-chaired by DOT and EPA designees, include multiple federal agency designees, at least four western coastal Tribal representatives, private-sector and environmental representatives, state public health experts, and a university researcher. The Federal Advisory Committee Act does not apply. The Task Force must send an initial report within 180 days and then an annual report showing findings, recommendations, and a list of consulted stakeholders.
