This bill requires the Assistant Secretary of Commerce for Communications and Information to audit the electromagnetic spectrum assigned or allocated to each Federal entity. The Assistant Secretary must consult with the head of each Federal entity and complete the audit within 18 months after the bill becomes law. The audit results must be sent to Congress and made available to any Member of Congress on request. The report must list each spectrum band used by a Federal entity; describe the purpose and how much of each band is used; list the State or geographic area where each band is assigned; say whether the band is used exclusively or shared; and note any portions that are not being used. The report must be unclassified but may include a classified annex. The Assistant Secretary must coordinate with the Secretary of Transportation to avoid duplicating a separate spectrum audit required by the Infrastructure Investment and Jobs Act. "Assistant Secretary" and "Federal entity" are defined in the bill using existing law.
If you are a Member of Congress, you can request the audit report. Federal agencies will be asked to provide information for the audit and to work with the Assistant Secretary. The public will get an unclassified report that describes federal spectrum use, though some details may be in a classified annex.
