Zoning change enables mixed-use in Mahogany

Summary#

Calgary City Council passed Bylaw 62D2026 on May 12, 2026, changing the land-use designation for three vacant sites in Mahogany, Ward 12. It changes the sites from Multi-Residential – Low Profile and Direct Control districts to Mixed Use – General, which allows residential and commercial uses in buildings up to six storeys. City staff said the goal is to enable more housing and commercial options and make efficient use of existing infrastructure.

  • The change covers about 6.96 hectares at 1236, 1251 and 1325 Mahogany Boulevard SE.
  • The land-use change applies to property owned by Section23 Developments Limited.
  • The new designation allows mixed-use development, but does not approve a specific building or require construction.
  • No development permit has been submitted. Building design, number of homes and on-site parking would be considered at the development-permit stage.

What it means for you#

  • Nearby residents: The sites can now be developed under the new mixed-use designation, including with buildings up to six storeys. This decision does not settle the design, number of homes or parking.
  • The landowner and future developers: The new designation allows a mix of residential and commercial uses on the sites. A separate development permit is still needed before a specific project can proceed.
  • People looking for homes or local businesses: The zoning allows housing and commercial uses, but does not guarantee that either will be built.

Money#

City staff reported no anticipated financial impact from the land-use change.

  • The materials give no cost estimate for later development-permit review or for any future development.

What is unclear#

  • What buildings, businesses or homes will be proposed, and when. No development permit has been submitted.
  • How many homes, how much commercial space and how much on-site parking a future project would include.
  • How concerns about traffic, parking, pedestrian safety, privacy, shadowing and infrastructure capacity will be addressed in a specific project.

Case for#

  • City staff say the sites are in a destination area and the new designation fits the Municipal Development Plan and Mahogany Community Plan.
  • Staff say allowing residential and commercial uses could provide more housing choice, including seniors’ housing, and local employment and business opportunities.
  • Staff say the district’s setbacks and landscaping rules can help limit overlooking of nearby properties.

Case against#

  • City staff received 95 letters opposing the proposal. The concerns included building height and density, effects on community character, traffic congestion, parking demand, pedestrian safety and whether infrastructure can support more residents.
  • A written public submission argued that approving more storeys without addressing traffic, parking and green space could burden the neighbourhood and undermine its planned character.
  • The decision sets the land-use rules, but the materials do not show how those concerns will be resolved for a future project.
