Calgary Fire Services Committee Bylaw

Summary#

Calgary City Council adopted a direction under the notice “Establishing a Fire Protective Services Committee.” It does not establish a committee now: City staff must prepare a bylaw and related documents for Council to consider, with the goal of creating a committee informed by the City’s existing Audit Committee model.

  • City staff must return through Executive Committee no later than Q3 2026 with a proposed Calgary Fire Services Committee bylaw, terms of reference and member skills matrix.
  • City staff must include the committee’s additional budget requirements for Council to consider during the 2027–2030 Budget deliberations.
  • The City Clerk must plan for an exception allowing public speakers when the matter is presented at the Q3 2026 Executive Committee meeting.
  • Council first approved hearing from members of International Association of Fire Fighters Local 255 on this notice. The final direction carried 14–0.

What it means for you#

  • Calgary Fire Department and City staff: The immediate requirement is to prepare the proposed committee documents and budget requirements. The decision does not itself change the department’s structure, budget or service standards.
  • Residents and public speakers: The Clerk must plan for an exception to allow public speakers at the Q3 Executive Committee presentation. The decision does not set a continuing public-speaker process for a future committee.
  • Taxpayers: The committee’s additional budget requirements are to be considered later; this decision does not approve that funding.

Money#

City staff estimated that setting up a new Council committee, including extra capacity in the Clerk’s office, would cost $283,000 over two years.

  • Council directed staff to bring forward additional budget requirements for consideration in the 2027–2030 Budget deliberations. It did not approve the estimated cost or specify a funding source.

What is unclear#

  • The committee’s membership, powers, duties, meeting schedule and oversight rules are not set by this decision; staff must develop proposed documents.
  • It is unclear whether Council will approve the committee or its budget, and what the final cost would be.
  • The decision does not say how the proposed committee would fit with the Calgary Fire Department’s current place in the City organization.

Case for#

  • City staff say the Fire Department’s 2026 operating budget is $360 million and its capital budget is $57 million, while the department has faced increased demand and delays in capital projects. A committee could provide more focused oversight of those issues.
  • Staff say 2024 and 2025 first-in engine response times fell short of Council’s target, as did the 2025 target for assembling an effective response force. The proposed committee could provide a forum to examine performance and service needs.
  • Staff say a committee modeled on the Audit Committee could support transparency, public input and closer review of budgets and capital planning.

Case against#

  • The estimated $283,000 over two years would be an added cost for a committee whose design and budget have not yet been approved.
  • The decision does not establish the committee’s authority or how it would improve response times or capital-project delivery. Those effects remain uncertain until Council considers the proposed bylaw and other documents.
