The bill directs use of existing executive orders and the Western Balkans Democracy and Prosperity Act to impose visa and financial sanctions on people who threaten stability or undermine democracy in the region. It authorizes additional U.S. assistance to Serbia only after the President certifies that Serbia has made significant, sustained progress on judicial accountability, media freedom, and alignment with NATO and EU security priorities. The Act would expire five years after enactment.
