Anti-Congestion Tax Act

Summary#

The bill would require the Secretary of Transportation to certify that certain drivers receive a credit for the toll they paid to cross into Manhattan before the Metropolitan Transportation Authority can receive certain federal capital investment grants for projects in New York State. It would also create a federal income tax credit for tolls paid at qualifying crossings immediately before entering the congestion tolling zone.

What it means for you#

Drivers using the Holland Tunnel, Lincoln Tunnel, George Washington Bridge, or another qualifying crossing before entering the zone could receive a credit against their congestion toll. The bill would also allow taxpayers to claim a credit for qualifying crossing tolls, subject to a rule against receiving a double tax benefit.

Expenses#

The bill does not provide an estimate of the tax credit’s cost or other expenses.
